The answer to this question is no, not everyone in a care home needs DoLS. There are a variety of factors that contribute to whether or not an individual would need DoLS, and not all residents of care homes fall under the same category. Many care homes have residents who come in on a voluntary basis and are therefore not subject to the same restrictions as those who are placed there under a court order. In addition, not all care homes provide the same level of care; some may be more focused on providing independence and allowing residents to live relatively normal lives, while others may provide more around-the-clock medical care and assistance.
As a result, the needs of each individual care home resident will differ, and not everyone will require DoLS.
